1.Open network and sharing center

2.Select set up a new connection or network and click to next

3.Select Connect to the internet and click to next

4.Select create a new connection  and click to next

5.Select Dial-up (Because after we want to Dail )

6.Than select your phone's Brand.(Example:We use phone Sony Ericsson)

7.Oh yes!Thats very Important "dial-up phone number", write * 99 #.You can use all kind of sim and in "Connection name" too write ("Phone Modem").

8.Its complete and than click to conect.Is it Eassy???
